Minister of Health, Gibraltar

A graduate from Oriel College, Oxford University, Gemma completed her LPC in the Oxford Institute of Legal Studies. She subsequently qualified as a Solicitor at Slaughter and May where she worked on several acquisition finance transactions and the high profile re-financing of several public companies.

Gemma was called to the Gibraltar Bar in 2007, and has practiced as both a Barrister and Solicitor. She was a Partner at the Gibraltar law firm Hassans International and specialised in construction and corporate law. Gemma also assisted His Majesty’s Government of Gibraltar in drafting the Gibraltar Companies Act, which came into force in Gibraltar in 2014.

Gemma has been the Chair of the Gibraltar Federation of Small Businesses and has sat on numerous government boards including the Trade Licensing Authority, the Small Business Advisory Board, the Traffic Commission and the Gibraltar Broadcasting Corporation Board.

In 2016, Gemma led the campaign to remain in the European Union in Gibraltar which saw 96% of the population of Gibraltar voting to remain in the EU.

In October 2023, Gemma stood for election with the Gibraltar Socialist Labour Party and was elected to Government on 13th October 2023. Gemma is currently the Minister for Health, Care and Business but is also responsible for various other government departments and authorities which include the Port and Maritime Services.
